Cook the soba noodles according to the package instructions. Once cooked, rinse them under cold water and set them aside.
Boil a pot of water. Add the green onion, ginger slices, and cooking wine. Cook the shrimps until they turn pink, which should take 2-3 minutes.
Remove the shrimp from the pot and transfer them to icy water to tenderize them.
In a separate bowl or airtight container, mix together the minced garlic, cilantro, chopped chili peppers, soy sauce, sesame oil, fish sauce, water, lemon slices, and lemon juice.
Add the cooked shrimps to the sauce mixture. Cover with plastic wrap or lid and put into the fridge for at least 5-10 minutes to marinate and allow the flavors to meld together.
Serve the soba noodles in bowls and top with marinated shrimps and lemon spicy sauce. Garnish with the marinated lemon slices,if desired.
